The Bureau of Indian Standards (BIS) operates eight central, four regional, and three branch laboratories in India. Products Under BIS Certification
There are some products that fall under mandatory BIS certification (Scheme-I), while 380 others have the option for voluntary BIS certification in India. BIS certification indicates good quality and adherence to standards for customers.
The products which requires compulsory certification, manufacturers need to register through the legal and standard process. In this procedure, manufacturers submit a registration application to the authorized officer in the jurisdiction of their manufacturing unit or factory. After doing a preliminary factory evaluation and audit, the officer grants the BIS license to the manufacturer.
Simplified Procedure for Domestic Manufacturers
Domestic manufacturers who is applying for BIS certification under the simplified standard procedure must do so within 30 days of submitting the application, including required documents, self-evaluation of reports, and test reports of that products from approved labs of India.
The simplified procedure is applicable for ‘All India First License’ cases and other products listed under it, except for specific items like cement, valves, cylinders, etc., It’s requires approval from another statutory authority of India for both domestic and international factories.
The procedure of obtaining a BIS certificate under the ECO mark scheme mirrors with the normal or simplified registration procedure. International applicants or foreign manufacturers can receive the ISI mark under the Foreign Manufacturers Certification Scheme (FMCS) within six months easily. They need to establish a branch office in India with necessary permissions and nominate an agent in India to run that factory and its operations. This process is simple and provide assurance to the customers.
BIS Compulsory Registration Scheme (CRS) for electronic items
There is Compulsory Registration Scheme (CRS) for 15 categories of electronics items or electronics products was introduced by the Ministry of Electronics and Information Technology in 2012. Electronic products must compatible to Indian Standards and takes BIS unique registration number as per the 2012 order by MeitY.
The Certification under the CRS is granted on the basis of self-declaration of conformity, requiring manufacturers to submit a test report of it and an affidavit ensuring product conformity to BIS standards. The BIS registration procedure involves a licensing process and surveillance process, including product sample testing etc.
The documents require for the BIS Certificate
The Manufacturers have to submit specific documents for BIS license, including proof of office address and factory address, MSME/SSI certificate, manufacturing process flow, machinery list, testing facilities, and equipment details. Foreign manufacturers or overseas applicants must provide nomination details of an Indian agent for easy and smooth process.
- Manufacturing process flow covering all processes of manufacture (from raw material to finished product stage)
- Manufacturing machinery list as well as the machinery details
- Details of outsourcing of manufacturing operation if doing it.
- Detailed list of testing facilities and testing equipment available
- Valid calibration certificates of testing equipment
- Third-party laboratory test report as per Indian Standards, if applicable
- Location plan of the factory
- In-house or independent test report, if possible or require
- These all are necessary documents needed for the Bis certification.
Validity of BIS Certificate
The BIS certification issued by the BIS is valid for two years. The manufacturers can renew the BIS certification when there is no change in the concerned products and prescribed standards of the products. The renewed BIS certificate will be valid for minimum of one year and a maximum of five years.
